Meta Is Charging for WhatsApp Replies From 1 October 2026: What It Costs You, and What Is Still Free
From 1 October 2026, Meta charges for replies sent through the WhatsApp Business Platform, by AI or by a person. The part most business owners have not heard: every WhatsApp number still gets 1,000 free replies a month, which is more than most businesses send. Here is the exact rate for Malaysia and Singapore, how to check your own number in two minutes, and why the cost per message is the wrong number to worry about.

If your business replies to customers on WhatsApp, the price of doing that changes on 1 October 2026.
Here is the short version, because it is better news than the headline suggests. Meta starts charging for replies, but every WhatsApp number keeps 1,000 free replies a month, and most businesses send fewer than that. For a lot of our clients this change will cost nothing at all. For the rest it comes to a few tens of ringgit a month, already covered by credits they have paid for.
This article walks through exactly what changes, what it costs, how to check your own number in two minutes, and the one thing worth doing before 1 October.
What is changing
From 1 October 2026, Meta charges for replies sent through the WhatsApp Business Platform, the official API that ABC Sales AI runs on. That covers replies inside the 24 hour customer service window, whether your AI sent them or a member of your team typed them manually through ABC.
Meta's standard rate is US$0.014 a message, before tax.
This is Meta's charge, not ours. It applies to every business on the official WhatsApp Business Platform, through every provider. Switching software does not avoid it.
What is still free
Three things, and together they are why most clients will not feel this.
1,000 replies a month, per WhatsApp number. The allowance resets every month and applies to each number separately, so two numbers means 1,000 free on each. There is no rollover.
Three days after a Click-to-WhatsApp ad. Chats that start from a Click-to-WhatsApp ad are free for three days, even after you have used your 1,000.
The WhatsApp Business app. Replies you send from the WhatsApp Business app on your phone are still free. This charge is about the official Platform, not the phone app.
What one reply costs
| Rate per reply | |
|---|---|
| Standard (Meta's published rate) | US$0.014, before tax |
| Malaysia | RM0.0564 plus 8% SST, about RM0.061 |
| Singapore | S$0.0205 plus 9% GST, about S$0.022 |
Charged per message, and only after your first 1,000 replies that month.
What it looks like on a real bill
| Replies a month | Charged | Malaysia | Singapore |
|---|---|---|---|
| 1 to 500 | No charge | RM0 | S$0 |
| 501 to 1,000 | No charge | RM0 | S$0 |
| 2,000 | 1,000 | RM61 | S$22 |
| 3,000 | 2,000 | RM122 | S$45 |
Most of our clients sit in the first two rows.
How to check your own number
Open ABC and go to Billing and Usage. Pick last month, then filter the channel to one WhatsApp number, and read the period usage figure.
One thing to know before you read it: that figure counts everything sent on the number, which is your AI replies, your team's manual replies, and your broadcasts. Take out roughly what you broadcast that month and the rest is your service messages, which is the number Meta's charge applies to. If it lands under 1,000, the new charge does not reach you. We are building a clearer service-message view inside ABC.
Broadcasts are charged the same as before
Nothing changes here, and it is worth saying plainly because it is the question we get most.
| Broadcast type | Standard | Malaysia | Singapore |
|---|---|---|---|
| Marketing | US$0.086 | RM0.3467 plus 8%, about RM0.37 | S$0.126 plus 9%, about S$0.137 |
| Utility | US$0.014 | RM0.0564 plus 8%, about RM0.061 | S$0.0205 plus 9%, about S$0.022 |
A message is charged once. A broadcast is charged as marketing or utility. A reply inside the 24 hour window is charged as a service message. Never both, and broadcasts never touch your 1,000 free replies.
One feature that keeps the count down
Customers rarely send one tidy message. They send four in a row.
ABC's Message Grouping waits, reads all four, and replies once. One message credited, not four. It is on in your account and it is the single biggest reason our clients' reply counts stay lower than they expect. If your team replies manually, the same habit helps: one reply instead of four.
Cost per message is the wrong number
The temptation is to look at RM0.061 and start counting messages. That is the wrong end of the telescope.
Work it from the lead instead. If 100 leads produce two sales at RM2,500 each, a lead is worth about RM50 to you. Across a whole conversation, WhatsApp costs you somewhere around RM2 to RM3 to protect that lead. That is the trade that matters, and it is not a close call.
Speed is what actually moves the number. Harvard Business Review's study of online sales leads found that firms replying within an hour were close to seven times more likely to qualify a lead than those that waited even one hour longer, and more than 60 times more likely than those that waited a day. A lead already costs you over RM20 in ad spend before anyone answers it.
Your ABC credits already cover most of this
A one year ABC system purchase comes with 36,000 credits included, which is your AI replies already paid for.
Our client database shows most clients use 23,000 to 25,000 credits over a full year, which lands inside the included credits with room to spare. Most never top up at all. If you do, a top-up is RM0.12 a credit plus SST, about RM0.13 a message.
Meta also launched its own AI
The second change worth knowing about is Meta Business Agent, Meta's own AI that answers customers inside WhatsApp, Instagram and Messenger. Some business owners are asking whether it replaces what they already have. Here is the honest comparison.
What a reply costs each way
| Reply through ABC Sales AI | Meta's own AI agent | |
|---|---|---|
| Meta's charge per reply | About RM0.061, and only after your 1,000 free replies each month | About RM0.23, from the very first message |
| ABC credits | 36,000 included, top up about RM0.13 only after they run out | Not applicable |
| Chats from your ads | Free for the first 3 days | Still charged |
| Worst case per reply | About RM0.19, only after a full year of replies | About RM0.23, from day one |
What each one can do
| Meta Business Agent | ABC Sales AI | |
|---|---|---|
| Channels | WhatsApp, Instagram, Messenger | WhatsApp, Instagram, Messenger, LINE, Telegram, SMS |
| Languages | Replies in the customer's language, quality varies | Malay, Chinese, English, Tamil, and mixed language chat |
| Voice replies | Text and images only | Replies with a voice message in Mandarin, English, Cantonese, Hokkien |
| Broadcast | Replies only, cannot broadcast | Full broadcast with segmentation, A/B testing, templates |
| Team and numbers | One number, one agent, no routing | One account, many numbers, users and AI employees |
| Sales closing | Answers questions | Objection handling, urgency, benefit stacking, appointment push |
| Follow up | The chat ends when the customer stops | Drip campaigns, no-show recovery, reactivation, post-purchase |
| Lead scoring | Collects details | Auto tags and tiers leads, a different AI per segment |
| Integrations | Meta's own apps only | Google Calendar, Shopify, CRM, POS, custom APIs |
| Taking action | Cannot call your other systems | Calls your systems and acts, not just replies |
| Reporting | A daily conversation summary | Funnel analytics, lead and channel reports |
A customer sends a voice note in Cantonese. Only one of these can answer back in Cantonese.
Meta's AI answers your customers. Ours answers you as well.
This is the part with no equivalent on Meta's side. ABC's AI Manager reads your leads, your conversations and your connected systems, then tells you what is happening and what to do next. Five things it does:
- Analyse. Why leads are not converting, where they drop off, what they keep asking for.
- Ideate. The next move, based on your own data, then it offers to build it.
- Manage. Retrains your AI, tags leads in bulk, sets up sequences and campaigns.
- Generate. Reports, campaigns, landing pages, images, and new AI employees you can use today.
- Remember. Your business context, weekly reports on schedule, alerts when something moves.
It does not need a chat channel to be useful. One cafe chain client runs it on their POS data alone.
And a person, not a help page
Every ABC client gets an AI Solution Expert, which is three jobs in one person: a business consultant who finds the real bottleneck first, which is often not the thing you asked about; a marketing strategist who captures how your best closer sells and turns it into a playbook your AI runs; and a tech implementer who builds the integrations, connects your calendar, POS and CRM, and tunes the AI together with you.
The bottom line
The cost is small. 1,000 free replies a month, and around RM2 to RM3 per lead on WhatsApp.
Credits absorb it. Most clients stay inside the 36,000 included credits all year.
Conversion is the fix. Lift your booking and closing rates and the cost per sale falls, whatever Meta charges.
The maths still works. What matters is that the AI is implemented well.
What to do before 1 October
One thing: add a card to your Meta account.
Without a card, Meta still delivers your first 1,000 replies each month, then stops. Your AI goes quiet until a card is added. Even if you usually stay under 1,000, a card keeps you covered in a busy month.
